River Ridge CDD approves goals and performance measures to comply with new HB7013 reporting requirements

At the Aug. 27 meeting, District staff and counsel briefed the board on newly adopted state legislation (HB7013) requiring special districts to establish annual goals and measurable standards and to post an initial report.
Mrs. Adams, Mr. Pires and Mr. Adams described the district’s proposed focus areas for Fiscal Year 2025—Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability—and explained that the initial report must be posted on the CDD website by Dec. 1, 2025. The performance measures and the reporting form were added to the district’s Key Activity Dates list.
On motion by Mr. Blumenthal and seconded by Mr. Twombly, the board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form unanimously.
Why it matters: HB7013 creates a statutory reporting obligation for special districts; adopting measurable goals and a reporting calendar puts the district on a compliance path and defines categories staff will monitor.
