River Ridge CDD adopts FY 2024/25 budget and approves special assessments for 2024/25

On Aug. 27, 2024, the Board of Supervisors of the River Ridge Community Development District held a public hearing and adopted its Fiscal Year 2024/2025 budget and a companion resolution imposing special assessments.

District Manager Chuck Adams told the board the budget in the published agenda contained errors and noted scrivener corrections submitted by Supervisor Kurt Blumenthal to the “Street sweeping” line-item description. After Mrs. Adams opened and closed the public hearing with no public comment, the board adopted Resolution 2024-07, approving annual appropriations and the budget for the fiscal year beginning Oct. 1, 2024, and ending Sept. 30, 2025. The motion to adopt was made by Mr. Blumenthal and seconded by Mr. Twombly; the vote was unanimous among the four supervisors present.

The board then considered Resolution 2024-08, which makes a determination of benefit and imposes special assessments for the same fiscal year and provides for collection and enforcement. Counsel recommended opening a public hearing; no members of the public spoke. The board agreed to delete references to “Exhibit B” on Page 2 and elsewhere as an amendment and, on the same unanimous motion pattern, adopted Resolution 2024-08 as amended.

Why it matters: the adopted budget sets the district’s spending priorities and the assessment roll establishes how the district collects revenues to fund operations and capital maintenance. The board recorded no public opposition at the hearings and approved both measures with the four supervisors present voting in favor.

What’s next: the budget takes effect Oct. 1, 2024. The board authorized budget amendments as needed by motion in adopting Resolution 2024-07.
