Nederland to study options for Teens Inc. PIF fees and to step up wildfire messaging and preparedness outreach

During public comment, a representative of Teens Inc. told trustees the new childcare facility will open Sept. 14, serve about 65 children year-round, and asked the board and staff for assistance finishing punch-list items and to consider PIF (plant-infrastructure fees) arrangements to help meet the opening timeline.
Town manager John Kane said staff could explore amortized payment schedules or other options but warned that previous amortization arrangements in Nederland had presented challenges. Kane noted PIF fees are shared across water and wastewater users and that amortization or waivers could shift costs to other ratepayers; he agreed to work with Teens Inc. on short, specific options and return with an analysis quickly because the project has an imminent certificate-of-occupancy deadline.
Trustees and staff also discussed roadside thinning, new signage and how to reach visitors who may not follow local messaging. Trustees asked staff to schedule a future discussion item to present fire-messaging options, partner event ideas, signage and emergency-plan tabletop exercises; staff agreed to convene partners and bring options to the board.
Next steps: staff to develop and present options for Teens Inc. PIF-fee payment (including amortization schedules and consequences for rates and capital planning) and prepare a discussion item on wildfire messaging and public preparedness with partner agencies.
