Township road project hold‑up: asphalt test showed excess voids; contractor appeal may affect $13,000 payment

Mayor Asay told the committee the township has not received final payment for the Compromise Road project because a test of the asphalt showed more voids than allowed. Fralinger Engineering's Mulford reported the result to the committee.
As a result, the New Jersey Department of Transportation directed the contractor to refund a portion of the cost to the municipality; the contractor has filed an appeal with DOT. If the contractor's appeal is unsuccessful, the township expects a refund of $13,000. The lack of a final closeout is holding up the remaining grant money from the State.
The committee did not take additional action at the April 4 meeting; members recorded the status and next steps are contingent on DOT's appeal outcome.
