Collins board standardizes on Master Meter AMR devices, funds joint bid work with Gowanda

The Town Board of Collins voted to standardize the town’s planned automatic meter-reading (AMR) water meters to the Master Meter BLMJ 3G 5/8" model and authorized shared procurement work with the Village of Gowanda.
At its Feb. 16 meeting, on recommendation of water department operations staff, the board adopted a resolution to standardize anticipated AMR purchases to the Master Meter BLMJ 3G 5/8" device to improve accuracy and compatibility across the town’s three water districts. The move followed presentations about aging meters and reading difficulties by Supervisor David Tessmer and water department staff.
To prepare the bid specifications and contract documents for a coordinated purchase and installation with the Village of Gowanda, the board agreed on May 2 to reimburse Gowanda for one-half of Hunt Engineers’ quoted fee ($4,600 total), with Collins’ pro rata share of $2,300 to be paid from water-district budget lines. The Village of Gowanda will prepare bid specifications, assist with advertising and bid review, and support contract administration for the project.
Water Department staff reported meter-reading problems including broken and missing meters and a recent water-quality letter on iron levels. Supervisor Tessmer and water operator Jason Opferbeck said additional quotes were being gathered and that combining procurement with Gowanda should yield better pricing. The board directed staff to move forward with specifications and additional price quotes before seeking bids.
The board also approved routine budget transfers and operational expenditures tied to water-administration lines during the same set of meetings, and noted continued testing and repair work in Water District 3 to address iron-level concerns.
Next steps: Hunt Engineers will complete the bid package for meter procurement and installation; Collins and Gowanda will advertise and seek competitive bids, then return to each governing board for contract award.
