Bayard council opens 2026-27 budget workshop, lists equipment and ADA priorities

City of Bayard officials met in a special session June 16 to begin work on the 2026-27 budget. City Clerk/Treasurer Shelly Bowlin presented a line-item spreadsheet that will be used to complete the state-submitted budget forms, and department heads summarized proposed purchases for the coming fiscal year.
The session began with Mayor Scot Ouderkirk calling the meeting to order at 6:00 P.M. and noting that, until Council member Tanner Henkel arrived later in the meeting, the council lacked a quorum and could discuss but not vote on items. Once a quorum was present, the council approved the meeting agenda by roll call.
Bowlin told the council the spreadsheet will guide the formal budget submission. Department heads — identified in the minutes as the Utility Superintendent, Grounds Superintendent, Library Director and Chief of Police — outlined requests that included: new computers for council members and the City Clerk; street and sidewalk repairs; continuing sewer cleanouts; a new mower for city-owned lots; oil testing for a substation; ADA compliance work for the library and the senior center (including paint and window work); updated vests and pistols for police; a bathroom update; a sprayer for the back of a UTV; and a new mosquito sprayer.
No formal budget votes were taken at the meeting. The council set the next budget workshop for July 9 at 6:00 P.M. to continue line-item review and preparation of the state budget forms. The council adjourned at 7:05 P.M.
