Monroe planning board adopts updated affordable-housing credit table; banks 79 units for future round

The Monroe Township Planning Board on July 9 voted to recommend a one-page amendment to the master plan’s housing element that updates the township’s affordable-housing crediting table.
Staff planner Adam said the change removes two developments previously on the crediting table after developers indicated those projects would not meet inclusion criteria and adds two projects — 360 Radix Road and the Reserve at Scotland Run Park — that do meet the criteria. "Those two neighborhoods did, in fact, bring us up to our obligation," Adam said, adding the table shows an excess of about 79 units banked toward the township's 2035 obligation.
The amendment was presented as a housekeeping update to reflect recent developer notifications and a court-approved plan adjustment. Adam told the board the fair-share chart was originally adopted as part of the township’s fourth-round housing element in March 2025 and later approved by the court; the current update keeps the township in compliance with that court-approved plan.
No members of the public offered testimony during the hearing. After brief questions from board members confirming the revised table still meets the township’s obligation, the board opened and closed the public portion and voted to adopt Planning Board Resolution 30-26 recommending the updated affordable-housing crediting table to the Township Council.
The board’s action is a recommendation to council; the amendment will return to the council for second reading and adoption as part of the master-plan amendment process. The board’s resolution and the revised chart will be posted with council materials for the next steps.
