Salisbury selectmen waive hall fee, accept $6,500 donation and authorize SPCA contract

The Salisbury Board of Selectmen on Feb. 18 approved a package of routine actions, including waiving a Town Hall rental fee for a memorial event, accepting a $6,500 donation for Old Home Day and authorizing a contract with the Pope Memorial SPCA.
Chair Jim Hoyt moved to waive the rental fee for David Rapalyea’s Celebration of Life on April 25; Selectman David Hostetler seconded the motion, which passed with no opposition. Selectman David Kelly moved to approve the board’s draft minutes from Feb. 4, 2026; Hoyt seconded and the motion carried with none opposed.
The board reviewed and signed the Accounts Payable and Payroll registers, which the minutes note are available for public inspection. Chair Hoyt also moved to waive the town’s bid policy and accept a $2,545 quote from C & W Garage Doors for overhead doors; Selectman Kelly seconded and the motion passed unopposed.
The board accepted a $6,500 donation from Salisbury Haunted Woods Barn & Trail designated for the Old Home Day Committee after Chair Hoyt made the motion and Selectman Hostetler seconded. Town Administrator April Rollins told the board the Pope Memorial SPCA contract had not changed and the board voted to authorize Rollins to execute the contract; the motion was seconded by Selectman Kelly and approved with none opposed.
The board recessed into a nonpublic session under RSA 91-A:3, II (c). Roll call votes to enter and subsequently to seal the nonpublic minutes were recorded as Hoyt: aye; Kelly: aye; Hostetler: aye. The meeting adjourned at 7:20 p.m. The next meeting is scheduled for March 11, 2026 at 7 p.m. in Academy Hall.
