Vinalhaven Planning Board approves multiple permits, tables one shoreland pier application pending DEP sign-off

The Vinalhaven Planning Board on June 10 approved six land-use permits and tabled one shoreland pier application while awaiting state approval.
Board Chair Banner Moffat opened the meeting at 7:03 p.m. and noted the presence of board members Steve Brock, Brendan Meagher and Secretary Heather Seawell; Jeannie Bineau-Ames arrived shortly after and later recused on a minutes vote. Public attendees included applicants Andrew Creelman and Iain Gordon.
The board tabled a shoreland-zone application from owner/applicant Richard Carlsen for a 150-foot pier, 5' x 90' pier, 4' x 40' ramp and 12' x 20' float at 17 Creeds Cove Rd, citing that Department of Environmental Protection (DEP) approval was still in process “per Sarah Lazaro.” The Army Corps classification was noted as falling under a Maine General Permit. Banner Moffat moved to table the application; Steve Brock seconded. The motion passed, 4-0.
The board approved two permits for Andrew Creelman at Young Rd (Map/Lot 12/37): a new single-family building (44' x 24' x 26') recorded as PB#26-12, approved on a motion by Banner Moffat and second by Brendan Meagher, vote 3-0; and an accessory structure/garage (24' x 24' x 26'), PB#26-13, approved on a motion by Banner Moffat and second by Steve Brock, vote 4-0. The minutes record that both applications met the Vinalhaven Land Use Ordinance (VH LUO) requirements.
The board also approved a dormer addition for James O’Shea at 32 High St (PB#26-15) and an enclosed porch for Robert Brown at 3 Ingerson St (PB#26-16), each finding compliance with the VH LUO and passing 4-0 on motions by Moffat with Brendan Meagher seconding those votes.
At 21 State Beach Rd (Map/Lot 30/006–008), owner Mark Subias with applicant Iain Gordon received approval for a 9' x 10' accessory structure in the shoreland zone (PB#26-14). Banner Moffat moved to approve and Jeannie Bineau-Ames seconded; the motion passed, 4-0.
A separate shoreland pier permit for John Cochran (applicant Sarah Lazaro) at 100 Petit Point Rd (Map/Lot 4/16) was approved with a specific condition: the board required that any necessary state and federal approvals be obtained and that the approval paperwork be provided to the town. The minutes state DEP approval had been obtained for this application and that the paperwork was e‑mailed to Chair Moffat during the meeting; Banner Moffat moved to approve with that condition and Jeannie Bineau-Ames seconded. The vote to approve with condition was 4-0 (PB#26-17).
The board accepted the May 13, 2026 meeting minutes on a motion by Banner Moffat, seconded by Brendan Meagher; the vote was 3-0 with Jeannie Bineau-Ames recused. The board set its next meeting dates for July 1 and July 8, 2026. The meeting adjourned at 7:55 p.m.
What happens next: The Carlsen pier application remains tabled pending DEP signoff; the Cochran pier permit was approved contingent on delivery of state and federal approvals and supporting paperwork to the town.
