Salisbury selectmen approve minutes, back Farmer’s Market move to fire station; wetlands permit filed

The Salisbury Board of Selectmen met Feb. 4, 2026, and approved the draft minutes from the Jan. 21 meeting. Chair Jim Hoyt moved to approve the minutes; Selectman David Kelly seconded and the motion passed with none opposed. The board also confirmed it had reviewed and signed the town’s Accounts Payable and Payroll registers and other routine paperwork.
Fire Chief MacDuffie told the board that Amy Fecteau has asked to move the Farmer’s Market to the Fire Station and presented him with a plan for vendor areas and parking that he said he was comfortable with; the board expressed no objection to allowing Fecteau to use the area. The chief also reported an overhead door chain at the Fire Department had rusted off and asked that a vendor quote to repair weather stripping be tabled so he could review it further. Contoocook Community Carry Fund donated up to three cords of wood to the Transfer Station for residents to take as needed.
Selectman David Kelly reported the Budget Committee met Feb. 2 and approved the budget to be placed on the 2026 Town Warrant. Town Administrator April Rollins announced the town’s new website is live and that mailboxes in the town office storage room have been updated for boards and committees.
Rollins said the Wetlands Permit application for Mutton Road has been submitted to DES; she said the town expects a response within 50 days. During public comment, resident Gayle Landry asked about completion of the stair railing at Town Hall before Town Meeting; Chair Hoyt said cold weather had delayed work but he believed the railing should be finished by Town Meeting.
Rollins also announced MVSD will hold a public hearing in each town on a petition warrant article regarding SB2; Salisbury’s hearing is scheduled for Feb. 13 at 5:30 p.m. at Salisbury Elementary School. The board voted to enter a nonpublic session under RSA 91‑A:3, II (c); roll call votes were Hoyt: aye; Kelly: aye; Hostetler: aye. The public session recessed at 7:10 p.m., reconvened at 7:38 p.m., and the board voted to seal the nonpublic minutes under the same RSA citation. The meeting was adjourned at 7:40 p.m.
