Council approves two plats, directs further review of sewer and zoning code changes
Summary
On Sept. 23 the council approved Resolution 61 (Pleasant Hill final plat) and Resolution 62 (Hidden Ridge Part 2). Council also directed staff to seek televising proposals for sewer maintenance and asked the city attorney to redline proposed sewer-charge code changes for future consideration.
The Swisher City Council approved two land-use measures and advanced multiple staff-led items at its Sept. 23 meeting.
Resolutions: The council approved Resolution 61, the final plat for Pleasant Hill 1st addition; a roll-call recorded affirmative votes (Klein, Enoch, Oogel, Roter and Stag) and Chair announced the motion carried. The council also approved Resolution 62, the preliminary and final plat for Hidden Ridge Subdivision Part 2 in Johnson County; the motion carried by recorded/voice vote.
Code changes: Council discussed proposed amendments to city code chapters 95 and 99 clarifying how sanitary sewer service charges are applied to multifamily properties. Staff explained that practice in peer cities typically charges by dwelling unit, but the city attorney's redline was pending; council preferred waiting for the attorney's recommended language before bringing an ordinance back for action.
Zoning and visibility: Council reviewed proposed amendments to city code chapter 165.29 (visibility triangle measurements and fence height). Planning and zoning recommended measuring visibility triangles from the street/right-of-way line (not pavement) and raising a permitted decorative fence height to 4 feet with a 30% solid limitation; council asked staff to bring ordinance language back for formal consideration.
Executive session: The council moved to enter closed session at the end of the regular meeting; a roll call was taken and the meeting entered executive session.
