Council delays trailhead-amenities decision as SIRT planning proceeds

Mayor Jill Behnke told the Center City Council that Chisago County engineers are continuing to work on plans and solicit bids for the Swedish Immigrant Regional Trail (SIRT) work touching Center City. Councilmember Sally Swanson said she is coordinating with the County on a land swap and expects preliminary paperwork within a week; submission to the Planning Commission for March is pending completion.
Behnke also relayed information from a virtual meeting with an artist who creates large metal-panel murals and said the East Central Regional Arts Council (ECRAC) offers grants that could cover part of the expense of public art along the future trail. Council discussion shifted to possible trailhead amenities such as a shelter or restroom and to reviewing concept plans developed previously. The council tabled further action until more information and public input can be gathered and proposed a meeting on March 26 with Councilmembers, the Parks Committee and the Heritage Preservation Committee.
No formal vote was taken on trailhead amenities at the March 3 meeting; the council directed staff and committees to assemble additional information and seek resident input before resuming the item.
