Gresham board hires Mead Hunt for Weed Dam inspection, approves monitoring reports

The board also approved having Mead Hunt prepare dam safety surveillance and monitoring reports for $12,000 (motion by Ebert, seconded by Trustee Brett Hoffman; vote: 5 YEA, 0 NAY, 2 ABSENT).
Operations Manager Brian Carroll told the board the inspections and reports are required. "No choice we have to do it," Carroll said while introducing the engineer proposals. The inspection report will be submitted to the Federal Energy Regulatory Commission (FERC) through the delegated submission process identified by staff, with Mead Hunt serving as the independent consultant.
Board members also discussed the prospect of a Weed Dam license and an estimated license cost of $50,000; minutes record discussion of efforts to move the dam out of a "high risk" designation but do not show any formal action to approve a license at this meeting.
In related updates, electric utility items referenced two other dam matters: a billing notice from GMU to a Canadian party regarding Balsam Dam and ongoing communications about relocation of lines on Little Road; those items were discussed as operational updates and were not the subject of board votes at this meeting.
Next steps: Mead Hunt will proceed with the inspection and monitoring work as authorized; the board did not take a licensing vote on Weed Dam during the Jan. 20 meeting and may revisit licensing or risk-reduction measures in future sessions.
