Calhoun County commissioners review 2007 strategic plan; discuss GIS task force and alternative sentencing pilot

MARSHALL, Mich. — The Calhoun County Board of Commissioners heard a presentation on the county's 2007 Strategic Plan at a special session on June 25, 2007, and asked staff and the plan authors to make revisions before the document is finalized.
Professors Lynn Harvey and Kenneth VerBurg of KV Associates reviewed recommendations in the draft plan and said further revisions were required. County Administrator/Controller Greg Purcell reported that the county's G.I.S. Task Force has held two meetings and is scheduled to examine Saginaw County's model; when Professor Harvey asked whether the task force should be recognized in the plan, Mr. Purcell replied, "Yes." The presenters noted the report is on file with the county.
Commissioner Rae told colleagues that, since the draft was distributed, the county adopted an alternative sentencing pilot program. Commissioners briefly discussed how that crew would be funded and monitored and whether other municipalities might use the crew's services. The board also discussed several fiscal and administrative issues relevant to implementing elements of the plan, including proposed legislation to transfer some township responsibilities to counties, the Headlee Amendment, the county tax allocation board, TIFAs, a potential operational millage request, document security and the merits of maintaining digital versus paper records.
Chairwoman Segal thanked attendees and said the board has been considering another retreat to review recommendations and set implementation goals. Professor Harvey asked that any further revisions be emailed to him at harveyl@msu.edu. No board action was taken during the special session; the meeting adjourned at 9:15 a.m.
The board is expected to consider revised text at a future meeting or retreat once the authors and county staff incorporate the requested changes.
