Poseyville council re-elects president, approves routine contracts and hears annexation testimony

The Poseyville Town Council on Jan. 13 re-elected Justin Rutledge as council president and approved a string of routine administrative measures while hearing public comment on a petition to annex the Farmington Ridge Subdivision.
The council voted unanimously to approve minutes from Dec. 9 and Dec. 22, 2025, the monthly Claims Docket, the Payroll Allowance Docket and utilities bank reconciliations for November and December 2025. Council members also approved a Sonitrol security contract that the clerk said would lock in 2016 pricing and a HACH service agreement for the water treatment plant in the amount of $3,254.
The meeting included a public hearing on the Farmington Ridge annexation petition. President Justin Rutledge opened the hearing and heard concerns from a nearby property owner, Mr. Effinger, who raised unresolved dirt erosion issues near his property line and asked the town to address them before annexation. Rutledge said disputes over adjacent property lines appear to be civil matters outside the annexation hearing. After brief discussion between Mr. Effinger and Mr. Neidig the hearing was closed with no immediate council action reported.
Councilman Randy Rankin moved to re-elect Justin Rutledge as the 2026 Town Council President; Mike Baehl seconded and the motion carried on a unanimous roll-call vote. The council also approved a proposed Runs Incident Reporting Standard Operating Procedure for the Poseyville Robb Township Volunteer Fire Department after clarifying who is responsible for ensuring incident reports are completed.
Fire Chief Kolley told the council the department purchased a new SCBA compressor system at a cost of $22,350, with $6,022 paid by Robb Township and the remaining $16,328 from the fire department's 501(c)(3) donation fund. The council asked Chief Kolley to obtain a quote for semi-annual air-quality testing of the compressor and to present that at the February meeting. Chief Kolley also presented a list of equipment proposed as surplus; CountryMark has expressed interest in trading new fire hoses for several listed items, and the council asked for a complete surplus list at the February meeting so formal surplus declaration and any trade can be considered.
Clerk-Treasurer Jodie Rankin requested closing Town Hall on Feb. 2'3 for staff training on a new utility billing and customer portal system that will add e-billing and allow rental properties to be consolidated under single accounts. The council approved the closure and Rankin said the payment drop-box and online payment options will remain available; she warned some overtime may be required during the conversion and said any overtime will be reported on payroll dockets.
Marshal Carter presented the police run report and summarized the 9th Annual Toy Drive, which assisted 118 children from North Elementary at a cost of just over $2,000. The council thanked Mrs. Carter for wrapping gifts and noted that donations for future toy drives may be made at Town Hall.
The meeting closed at 6:27 p.m. on a unanimous motion to adjourn. The council set its next regular meeting for Feb. 10, 2026, at 5:30 p.m.
