Poseyville council approves routine dockets, tables cemetery mowing award and hires annexation counsel

The Poseyville Town Council on Feb. 10 approved a slate of routine financial items, delayed a cemetery mowing award and retained outside counsel for a planned annexation.
Council President Justin Rutledge called the meeting to order at 5:30 p.m. After reviewing materials provided in advance, the council approved the Jan. 13 meeting minutes; the Claims Docket; the Payroll Allowance Docket; the Utility Adjustment Docket; and the January bank reconciliations. All motions were seconded and passed by roll-call votes with Rutledge, Michael Baehl and Randy (Randall) Rankin recorded as voting yes.
On a separate agenda item the council opened three bids for mowing the Poseyville Cemetery. The bids read into the record were Seits Mowing & Pressure Washing LLC at $550 per mow (W9 and certificate of insurance included), A Cut Above Landscape Solutions at $600 per mow (W9 and COI included), and Kohl Kutz Law Service at $1,350 per mow (W9 included; COI not included). After discussion about incomplete or missing documentation, Randy Rankin moved to table awarding the contract until the council's March 10 meeting so paperwork can be verified; Mike Baehl seconded and the motion passed unanimously.
The council voted to retain Bose McKinney & Evans LLP to provide annexation and utility-service legal work after a recommendation from Clint Lamb of Accelerate Indiana Municipalities. Clerk-Treasurer Jodie Rankin noted that state law requires a fiscal plan before a super voluntary annexation can proceed and said sample timelines and a sample annexation ordinance were provided. Rankin also said bond-ordinance information related to wastewater treatment-plant upgrades tied to the North Posey High School wastewater project will be presented at the March 10 meeting.
The council also approved a twice-yearly service agreement for the fire department's new compressor system with Pro Air Midwest, LLC at an annual cost of $1,050. The motion to enter the service agreement was moved by Randy Rankin, seconded by Mike Baehl, and passed on a unanimous roll-call vote.
The council scheduled its next regular meeting for March 10, 2026, at 5:30 p.m. and adjourned at 6:48 p.m.
