FRIENDSWOOD, Texas — The Friendswood Planning and Zoning Commission on July 9 administered oaths to reappointed Commissioner Stacy Phillips and newly appointed Commissioner Tram (Tran) Kim, approved its consent agenda by voice vote and heard a staff update on the city's comprehensive-plan work tied to a Resilient Communities Project grant.
A staff member led the oath administration and each commissioner recited the oath for the office of commissioner for the City of Friendswood and the State of Texas. The chair offered congratulations after the swearing-in.
The commission approved the consent agenda, which included minutes from the June 11, 2026 regular meeting and a replay item for a subdivision at 908 Myrtlewood Drive. A motion to approve was made and seconded and the chair declared the motion passed by voice vote; the transcript does not record a roll-call tally.
Staff provided an update on the comprehensive-plan project funded through a Resilient Communities Project (RCP) grant from the Texas General Land Office. The consultant will deliver chapters in phases over the coming weeks; staff said it will forward those chapters to the planning subcommittee for review as they arrive. A Comprehensive Plan Advisory Committee meeting is tentatively scheduled for Aug. 25, 2026, and staff said a work session with the City Council is being planned for Aug. 3, 2026 to review goals, objectives and strategies.
The chair announced upcoming professional conferences and registration deadlines: the Texas Municipal League Land Use Conference in Round Rock (deadline July 25, 2026) and the Texas chapter of the American Planning Association conference (Oct. 14–16, 2026) with a July 23 registration deadline. Several commissioners and staff indicated plans to attend.
Staff also noted that the commission's ERC (Economic/engineering review committee) report for June 2026 was extensive and encouraged commissioners, including newly seated members, to review the materials for projects further down the pipeline. Staff said Robert Heron will be the commission's new City Council liaison pending official action at the council's Aug. 3 meeting; Trish will remain the alternate.
Commissioners offered brief remarks welcoming the new member and thanking staff for their work. The chair adjourned the July 9, 2026 regular meeting.
