Calhoun County approves signal upgrades, RAVE emergency alerts, jail RFID system and MDOT bridge rehab

At its March 3 meeting the Calhoun County Board approved a set of contract awards: signal modernization (CMAQ-funded), the RAVE emergency alert system (cost shared with consolidated dispatch), a GUARDIAN RFID inmate management system, and MDOT Contract 22-5033 for Raymond Road Structure #1317 rehabilitation; claims payable of $3,068,999.24 were also approved.
Calhoun County commissioners approved multiple contract awards and the board's claims payable list during their March 3 meeting in Marshall.
The board approved design services for the Morgan Road and North Avenue signal modernization project, noting the work is funded by a Congestion Mitigation and Air Quality (CMAQ) grant (Res.035-2022). The motion passed on a roll call vote with six members present and one excused.
The board next approved a contract for the RAVE Mobile Safety emergency alert system, which Administrator/Controller Kelli Scott said will provide real-time communications to county employees for incidents such as severe weather, active-shooter situations and building closures. Scott said the system cost will be shared with the Calhoun County Consolidated Dispatch Authority (Res.036-2022).
Commissioners authorized a jail inmate Radio Frequency Identification (RFID) management system contract for GUARDIAN RFID. Administrator Scott said the hardware and web-based SaaS platform will replace a manual system and provide inmate accountability, monitoring and real-time tracking for corrections staff (Res.037-2022).
Finally, the board approved MDOT Contract 22-5033 for rehabilitation of Structure #1317 on Raymond Road North in Emmett Township (Job No. 209858). Managing Director John Midgley attended to answer questions about the work over the Michigan Department of Transportation railroad corridor (Res.038-2022).
The board also approved Claims Payable for Feb. 10–23, 2022 totaling $3,068,999.24 (Res.039-2022). All listed motions passed by roll call with six yes votes and one excused commissioner.
What happens next: Contracts will proceed to implementation by the responsible departments; the signal project will advance through design under CMAQ funding, the RAVE system will be deployed in coordination with consolidated dispatch, procurement for GUARDIAN RFID will begin implementation with Sheriff Corrections staff, and MDOT will oversee the bridge rehabilitation project.
