Irvington planning board grants three site plans, issues freshwater-wetlands permit for Castle Road house

The Irvington Planning Board on July 8 voted to grant three site-development approvals, including a freshwater-wetlands permit under Article 25 of the Irvington code for a new home on Castle Road.
Mary Anne Sessage, reading the board's resolution, said the Castle Road application satisfied freshwater-wetlands requirements after consultants' comments were addressed and noted the conservation-buffer footing drain was removed from the plans. "Now, therefore, be it resolved that the planning board issues a freshwater wetlands permit pursuant to article 25 of the Irvington code," Sessage read, before the board voted in favor.
Andrew Loy of Shapla Studio, representing applicants Jennifer and Tarek, said the team had addressed consultant comments and thanked the board for its attention: "We really appreciate your all's attention to this project." Chair (speaker 1) emphasized protecting the adjacent Halsey Pond and its vegetative filtration by keeping the footpath and buffer treatments carefully sited so runoff will not bypass the filter.
On the 3 Langdon Avenue matter, the applicant representative told the board the Zoning Board had granted two variances and that drainage and other consultant concerns had been handled. Mary Anne Sessage read the resolution granting site-development approval for the Jill Foley addition, deck and pergola after consultant memoranda and landscape recommendations were addressed. The board approved the resolution by voice vote.
Project architect Sam Viera presented plans to renovate and expand a rear deck at 38 Butterwood Lane East, describing a 10-by-7-foot deck expansion and a 16-by-14-foot stone patio; Viera said the increase in impervious surface was 59 square feet and that stormwater mitigation was not required under local rules because the change is below the 250-square-foot threshold. Sessage read the resolution granting site-development approval subject to the consultant's July 6 memorandum; the board approved by voice vote.
All three approvals included standard conditions and references to consultant memoranda. The board invited applicants to follow planting and timing recommendations: the chair noted fall planting availability can be limited and suggested applicants reserve needed material in advance.
The board conducted the votes by voice and did not record a roll-call tally in the transcript. Each approval followed an explicit reading of the resolution and an affirmative voice vote. The board moved on to further agenda items after the approvals.
