Carlisle council approves streetlight assessment and adopts 2027 tax budget

Carlisle City Council voted unanimously Tuesday to proceed with a citywide streetlight assessment and to adopt the fiscal year 2027 tax budget.

The council suspended the usual three-reading requirement for Ordinance 9-26 and approved the measure in a roll-call vote. Councilman Jason Faulkner moved to approve the streetlight assessment ordinance; Councilman Michael Kilpatrick seconded. Mayor Randy Winkler announced the ordinance passed on a 6–0 vote.

The council opened a public hearing on the proposed 2027 tax budget at 7:19 p.m. and, with no members of the public speaking, closed the hearing immediately. Finance Director Kristina Cooper told council the tax budget establishes the city’s estimated available resources and forms the basis for revenue projections. The council unanimously adopted Resolution 14-26 to approve the tax budget after suspending the three-reading rule (motion to approve by Faulkner, second by Kilpatrick).

Earlier in the meeting, Councilman Jason Faulkner moved (seconded by Denise Eagle) to excuse Council member Debbie Kemper; the motion passed by roll call. The council also approved the May 12 work session and regular meeting minutes; Chris Stivers abstained on both regular roll-call votes.

Council voted to enter executive session under Ohio Revised Code 121.22(G)(2) to discuss the purchase or sale of property; the council entered executive session at 7:22 p.m. and later returned to regular session before adjourning at 8:18 p.m.

What happens next: Ordinance 9-26 (streetlight assessment) and Resolution 14-26 (2027 tax budget) are in effect as adopted; second reading of Ordinance 8-26 (park names) is scheduled for the June 9 meeting.
