NJDEP details July 2026 construction schedule, full closure at 14th and Washington for Hudson River RESIST project

The New Jersey Department of Environmental Protection outlined July 2026 construction plans for the Rebuild by Design Hudson River RESIST project, saying work at the intersection of 14th Street and Washington Street will begin on or about July 20, 2026, and that the intersection "will remain fully closed to vehicles and pedestrians," a project presenter said.
The update described a range of activities planned this month: excavation and relocation of existing utilities, installation of micropiles and a rolling gate, foundation formwork and rail installation, and restoration of sites to pre-construction conditions. "Start date, this work is scheduled to begin on or about 07/20/2026," a presenter said during the slide briefing.
Presenters gave a neighborhood-by-neighborhood rundown. In Jersey City, crews at Marion Boulevard will install reinforcement, place concrete, install utility casing and build footings, rails and walls; along 18th Street the team will be setting gates. In Hoboken, work at the New Jersey Transit Engine House includes sheeting, micropile drilling, jet grouting and gate setting, while Harborside Park work will include retaining-wall construction and plug installation. "Access into SoulCycle, Form Coffee, Madison Bar and Grill, and VIN 14 will be maintained," a presenter said when describing local business access.
Project leaders listed locations on the northern alignment—14th and Washington; Observer Highway between Washington and Hudson; Washington Street South by CVS; Harborside Park; and HBLR North between Harbor Boulevard and 19th Street—and said overall completion for the northern alignment remains expected by summer 2027. The southern alignment, including the Transit Engine House, Marion Boulevard and 18th Street, is also expected to finish by summer 2027.
Officials said construction sequencing will generally proceed in order but that crews may pause or shift locations if unexpected conditions arise; a final phase will include inspections, mobilization and approvals. To limit community impacts, presenters said the contractor will implement approved plans for noise, dust and vibration control, and will notify the construction manager if levels exceed acceptable limits so that "appropriate action will be taken."
Traffic maintenance and protection will be ongoing. Presenters said priority lane shifts or closures will be coordinated with the Hoboken Police Department, Jersey City Police Department, New Jersey Transit and Hudson-Bergen Light Rail watchmen, and those agencies will assist with traffic flow and provide traffic-control officers to guide pedestrians. Presenters also said no parking will be permitted within work areas or enclosures.
The update closed with public outreach information: weekly construction advisories distributed on Fridays, a signup link and the project's community construction liaison (CCL) contact for questions and concerns. "The CCL checks these messages daily and will ensure your questions and concerns reach the appropriate person or team," a presenter said.
Next steps: crews are set to begin the listed July activities, with inspections and final approvals planned during the project's closing phase.
