Manor supervisors approve Phase 2 of Village at Funk Farm; one supervisor abstains due to conflict

The Manor Township Supervisors approved the final land development plan Phase 2 for The Village at Funk Farm at their June 1, 2026 organizational meeting.
Engineer Bill Swiernak of David Miller & Associates presented the Phase 2 submission, describing the area to the rear of the property along Walnut Hill Road and noting consistency with previously approved plans. Township Manager Ryan Strohecker reported the Planning Commission had reviewed the proposal with no objections.
Supervisor Dennis Funk declared a conflict of interest and abstained from voting. The board moved the item to action (motion by Supervisor Missy Phelan, seconded by Supervisor Allan Herr). Supervisor George Mann moved approval of the final land development plan Phase 2 based on the Rettew letter dated May 7, 2026; Supervisor Herr seconded. The motion carried with the abstention noted.
The approval authorizes the developer to proceed under the conditions and recommendations in the Rettew review letter dated May 7, 2026. The board also approved two resolutions (Resolution 14‑2026 on on‑lot septic for Creswell Park and Resolution 15‑2026 for destruction of documents), accepted an employee resignation, and authorized a new Public Works hire before adjourning at 8:24 p.m.
