Town of Bluffton staff on Tuesday told the council they are already advancing a resiliency analysis and targeted drainage work after last week’s intense storm flooded neighborhoods and overwhelmed local stormwater systems.
Kim, a town staff member leading the briefing, said the town began a resiliency analysis in February 2024 with the South Carolina Sea Grant Consortium and the College of Charleston. The work, which staff said is in a data‑collection stage, will produce town‑specific flood‑risk maps, community crowdsourced reports of localized flooding and modeling to inform where pipes, culverts or other interventions may be undersized.
"We're looking to the community to help inform our flood risk maps," Kim said, urging residents to fill a survey and to attend upcoming drop‑in meetings, including one at Pritchardville Elementary on Tuesday, Aug. 20 from 6–7 p.m.
Bill Bauer, the town’s watershed manager, summarized why the storm produced extraordinary flooding: it delivered intense bursts of rain rather than a single long event. "We really only had anywhere from 8 to 16 inches through the area," Bauer said, adding that multiple intense downpours in short succession filled systems repeatedly and left infrastructure inundated.
Bauer said the town’s field inspections and the planned modeling will show whether pipes are undersized and where maintenance or upgrades are needed. He cautioned that some assets are owned by South Carolina Department of Transportation, Beaufort County or private homeowners associations, and that many fixes will require partnering beyond the town.
Kim and Bauer said the town is compiling damage reports and has already completed a comprehensive drainage study for the Hayward Cove area; Crooked Cove and Girard Cove studies are underway. Staff also disclosed the town has submitted a BRIC (Building Resilient Infrastructure and Communities) application to FEMA for Verdier and Hughey Cove watersheds and has been invited to submit a full proposal.
"These outcomes are going to inform our policies, programs and projects," Kim said, noting deliverables will guide permitting, maintenance priorities and requests for grant funding.
Council members pressed for workshops and asked staff to prioritize repairs that can be done quickly while the modeling is completed. One council member said the town should pursue public‑private partnerships and state support to update design standards and fund large projects.
The town reiterated a call for residents to provide location‑specific flood observations via the online form or paper copies at Town Hall so staff can incorporate real events into the modeling and potential grant applications.
The council did not take a formal vote on specific capital projects at the meeting; staff said modeling results are expected to inform cost estimates and policy recommendations next year.
