Planning Board reviews floodplain ordinance draft, rules updates and Master Plan revisions; plans to revisit data-center site rules
Summary
At its June 2 meeting the Temple Planning Board reviewed a floodplain ordinance draft based on a Model B template, discussed updates to rules of procedure and checklists, and agreed to solicit updates from town committees for the Master Plan; the board also signaled it will reexamine site-plan rules for large-scale construction and data centers at a future meeting.
Christine Robidoux, serving as an appointed full member for the meeting, presented a draft Floodplain Ordinance she prepared from a Model B template and said she would contact NHOPD to obtain the dates for the maps referenced in Section 2. Board members agreed to include the final three sections in the draft ordinance.
Members reviewed proposed changes to the Rules of Procedure and an updated LLA checklist reformatted by Russ Huntley. Christine said the board would wait to vote on the Rules of Procedure until all members are present. The board also discussed updates to the Master Plan: Bruce Kullgren noted the Historical Resources chapter already mentions the schoolhouse move, and Christine suggested asking the Recreation Committee and the Library to update their respective sections.
On the Construction Materials chapter, members said the text should cover soils, sand and gravel, groundwater and guidance on potential future excavation sites even though no excavation is currently underway in Temple.
Under other business the board listed several training opportunities (a NHDES drinking-water conference, an NHOPD webinar on impact fees, and the NHMA annual conference). The board also agreed to add to its next agenda a review of a Site Plan Review section on large-scale construction and data centers; Christine reported she had received example regulations from Sarah Bollinger of the Southwestern Regional Planning Commission (SWRPC).
The board adjourned at 8:30 p.m.; the next meeting is scheduled for June 16, 2026 at Temple Town Hall.
