Mark Opitz moved the recommendation and Kirsten seconded. Committee members sought clarity on expected deliverables: SRF will assess feasibility, provide general design options, and recommend phasing; staff said the firm 's background working with the city and existing traffic data helped keep the cost within budget.
"They compared this to North Sherman Avenue," Mark Opitz said, noting the WISDOT numbers cited by SRF: "North Sherman only has less traffic, 10,500, whereas our starts of Century has approximately 11,800 to 14,600," which places Century within the typical range for a road-diet feasibility analysis. Daphne confirmed SRF's proposal came in at $34,000.
Members also discussed jurisdictional questions: staff warned that any change that reduces capacity could trigger a jurisdictional transfer to the county and that ongoing discussions with the county highway commissioner have emphasized data-driven study rather than preemptive lobbying. If SRF recommends the road diet, implementation timing would likely be coordinated through the city's 5-year streets plan.
The committee voted to recommend approval of the staff recommendation and the motion carried.
