During public comment, resident Tony Bagus said he received a letter from the city attorney asking him to obtain a fence permit or remove the fence and expressed that he believed the city had changed its position on the matter. Council Member Turner responded that Bagus had not followed the proper process to obtain a fence permit on two occasions and, in his role on the Planning and Zoning Commission, had not seen a related permit application.
Administrator Jana Elton said staff found no permit in Bagus’s property file, no missing numbers in the city's sequential receipt books, and no county permit records that would indicate issuance. Mayor Bryan Wilhelmson told Bagus that if he could provide a copy of a permit, the council would revisit the issue. Bagus said he would provide the requested documentation to the council.
No formal action was taken; the matter will return for council consideration if Bagus provides a permit copy.
