City Engineer Tim Hruska told the Spring Grove City Council that shifting the upcoming watermain project’s cost to adjacent property owners would require a new assessment policy rather than relying on past practice. Hruska said the Main Street highway project had been an exception and that adopting a new approach now would delay bidding until "approximately February of 2027," with construction planned in 2027.
Council Member Hagen moved to direct staff to work with engineering firm WHKS to draft an assessment policy for council review; the motion was seconded and carried. Administrator Jana Elton will coordinate with WHKS and return with a proposed policy and timeline for council consideration.
The discussion focused on procedural steps rather than a decision to assess owners. Hruska noted that changing the city’s standard practice would require policy development before any assessments were imposed. Council members asked staff to bring back specific draft language and an implementation timeline so the council can weigh financial and legal implications at a future meeting.
