Avon council approves several contracts and appropriations including GovHR study, senior center funding and LoCIP recording

At its April 4 meeting the Avon Town Council approved multiple fiscal and procurement actions spanning human resources, senior services and capital accounting.
The council awarded a contract to GovHR of Tampa, Florida, not to exceed $33,300 to conduct a classification and compensation study for unaffiliated town employees. Council members also recommended a supplemental appropriation of $50,000 from ARPA to cover the consultant work plus contingencies for job description revisions and additional meetings.
On senior services, Senior Center Coordinator Jennifer Bennett described the need for MySeniorCenter software (including robocalls) and continued support for the Monday Meals & Minds program, attended by about 40 seniors. The council recommended a $55,365 ARPA supplemental appropriation to fund approximately $26,130 for software, $23,082 for supplies, $5,716 for temporary part-time help and $437 for FICA; councilors discussed outreach and alternative funding if CRT support changes.
The council also voted to record $61,501.10 in Local Capital Improvement Program (LoCIP) revenue and matching appropriations, approved real estate tax refunds totaling $9,895.21, and temporarily waived the residential brush disposal fee on four Saturdays in April–May to support community cleanup efforts.
Separately, following executive session the council authorized the Town Manager to execute a Letter of Intent with APN Associates regarding a potential purchase of property at 200 Fisher Drive. The actions carried by recorded votes in the meeting minutes.
