Avon adopts 2024–2026 Community Energy Plan, directs $5,000 ARPA to PACE support

The Avon Town Council voted April 4 to adopt the Avon Community Energy Plan 2024–2026, a community-wide framework developed by the Avon Clean Energy Commission with technical support from People’s Action for Clean Energy (PACE). Carrie Firestone, chair of the Avon Clean Energy Commission, and Assistant Town Manager Grace Tiezzi presented the plan, which updates prior municipal work and sets near-term goals for residential, commercial, municipal and transportation sectors.
The plan frames near-term objectives such as increasing household participation in EnergizeCT programs, encouraging heat-pump adoption, advancing municipal energy reductions from an FY08 baseline and completing EV charging infrastructure at the library. Firestone and Tiezzi described outreach plans including community presentations, home energy audits, and a regional solar campaign.
After the presentation the council adopted the plan and recommended a $5,000 supplemental appropriation from ARPA funds to support PACE outreach. The motion and recommendation passed unanimously. Councilors and staff noted the town has made measurable municipal energy reductions and emphasized the role of incentives and education in expanding residential participation.
The plan includes recommended actions for staff, commissions and community partners; the council asked staff and the Clean Energy Commission to continue outreach and provide updates on implementation.
