Sunman council adopts planning and zoning permit ordinance, ratifies insurance payment and appoints regional representative

On second reading the council considered a planning and zoning permit (planning and zoning ordinance) and, after brief discussion, a council member moved to adopt the ordinance and another member seconded; the adoption proceeded per the meeting's second-reading procedure.
The council also ratified a $351 increase in the town's insurance premium to preserve coverage (the line item described as terrorism coverage was listed as the source of the difference), with members noting the town could request removal of that coverage if desired. Legal counsel explained the insurance coverage would only respond if an event were legally deemed terrorism.
Routine administrative matters received approval as well: the 2026 recurring vendor list (no changes from 2025), the meeting memorandum, APV registers for December 2025, and end-of-year appropriations and transfer lists. The council approved training and travel for wastewater staff to attend a March alliance training event (registration, lodging and per-diem as allowed under policy).
Council members also appointed Carol as the town's representative to the Southeast Indiana Regional Planning Commission, noting the representative attends quarterly and occasional executive meetings.
