Avon council discusses ARPA priorities, sets Feb. 10 budget work session

On Jan. 4 the Avon Town Council discussed uses for remaining American Rescue Plan Act (ARPA) funds and approved a Budget Work Session for Feb. 10 to structure FY25 budget deliberations.
Councilors and staff said roughly $4.2 million in ARPA allocations has been committed to date, with about $1.1 million under consideration for remaining allocations. Councilor Weber summarized spend to date and proposed allocations, noting approximately $1.5 million of prior ARPA spending went to roads and about $430,000 to senior center, Sycamore Hills Pool, Recreation and Parks and related projects. The Assistant Town Manager reminded the council that ARPA funds must be obligated or contracted by Dec. 31, 2024.
Councilors emphasized balancing pandemic-era relief objectives (support for departments that worked through the pandemic) with visible community projects such as Recreation and Parks. Chairman Dan Polhamus said he wants to prioritize funding for Recreation and Parks and public-facing projects regardless of whether ARPA or the capital budget pays for them.
The council also approved the Budget Work Session schedule for Saturday, Feb. 10, 2024 (hybrid format), which lists department overviews, education and public safety segments, and an executive-session personnel block. The motion carried unanimously.
Next steps: Staff will provide the FY25 budget document to council by the last week of January and prepare materials for the Feb. 10 work session. The council asked for more detailed follow-ups on specific ARPA items, including a status update on the Board of Education/DW Library carpet replacement.
