City reports progress on water, energy and park projects; sales tax up and pensions improve

Senior city staff told the Sierra Vista City Council on July 9 that multiple infrastructure and efficiency projects are moving forward and that the city's fiscal indicators showed modest improvement.
A senior staff member, identified in the transcript as Chuck, said the CDBG-funded Ramada slab and sidewalks for Catholic Community Services are complete. He said an Energy Performance Services (ESCO) wastewater treatment plant upgrade kickoff is scheduled for July 30 and that solar panels for that project have already been procured.
"The Schneider Electric energy savings project at the Sierra Vista Golf Course is starting up," Chuck said, adding that the work includes irrigation improvements and some turf removal to reduce water use. He said Henry Jones Park phase 1 construction is in progress with completion expected by August.
Chuck also reported financial improvements: sales tax receipts for May were up about 3% over last year and "a little over, or around 3 and a quarter percent" compared with budget, and he said actions plus investment performance reduced the city's unfunded pension liabilities by $8,800,000, from $58,000,000 to just over $49,000,000, a 15% improvement.
The council scheduled a special meeting for July 21 to approve the final budget. Staff did not present new appropriations at the July 9 meeting; the reports were presented for council information and future follow-up.
