Shoals board discusses automating access to new FEMA storm shelter after recent locked-door concerns

Staff described a two-part operations plan: procedures for sheltering during school hours (staffed by school employees) and separate procedures for outside-school hours that would involve a volunteer shelter operations team and, ideally, coordination with the county EMA or law enforcement. The district is exploring an automation system to unlock shelter doors and notify volunteers rather than relying on individuals to travel to the site.
Staff said they will meet with a contact (Andy) to examine possible automated solutions and warned there are liability and safety questions to resolve before opening the shelter for unsupervised public use. Board members emphasized the need for firm procedures, involvement of emergency responders, and a system that does not place volunteers at personal risk.
Board members confirmed the new shelter addition includes a fully supported generator, and staff said FEMA reimbursement and procedural documentation remain under review.
Next steps: staff will continue work with EMA and other responders to draft procedures, evaluate an automated unlocking system and report back to the board. The shelter is not currently available for general public use until procedures and automation are in place.
