City adopts Title VI transit nondiscrimination plan to satisfy FTA requirements

The Sierra Vista City Council on July 9 adopted a Title VI transit nondiscrimination plan required for recipients of Federal Transit Administration funding.
Miss Adams, a city staff member, explained that Title VI of the Civil Rights Act of 1964 bars discrimination on the basis of race, color or national origin in any program receiving federal assistance and that the plan "is a guiding document" outlining how the city and its transit partners ensure nondiscriminatory access. "It is a living document that is uploaded and provided to the FTA," she said, and the agency will review it and may request modifications.
Vice Mayor Carolyn Flowers moved to adopt Resolution 2026-053; the motion was approved by the council. Miss Adams told the council the current plan was valid through the end of September and that uploading it now gives the FTA three full months to review it ahead of the October renewal.
Council members and staff said the plan is intended to make clear the city's procedures for ensuring equitable treatment of riders and to document complaint processes and available services. Staff will upload the plan to the FTA and incorporate any requested revisions into a future version, if necessary.
