Executive Director Adam Filippone and Project Coordinator Emily Harper briefed the board on a presentation summarizing recent inspections and planned improvements. Filippone said the Federal Energy Regulatory Commission Part 12D assessments (including the required five‑ and ten‑year studies completed in March 2025) and the California Department of Water Resources Division of Safety of Dams annual inspection found the dam "safe for continued operation and no immediate dam safety concerns were identified," while noting additional monitoring and information are needed.
Filippone outlined completed measures—including log boom cable clamps, a battery backup, a crack and spall monitoring program and tree removal—and cited recommended next steps such as geotechnical studies, piezometric and concrete‑deterioration monitoring, concrete crack and spall repairs, instrumentation upgrades and ongoing vegetation removal. Filippone also reviewed an anticipated timeline for studies, reviews and risk‑management activities.
Board members asked about costs and the sufficiency of projected revenue to cover operations and future capital work. The presentation included annual electric power sales for fiscal years 2022–23 through 2025–26, but the minutes do not specify dollar amounts. Directors and staff discussed the electricity generation agreement with PacifiCorp, which has a reduced rate from a prior agreement, and noted that CPUC and FERC processes influence rate‑setting for generation contracts. Filippone also said staff is managing Lake Siskiyou water levels with consideration for local tourism.
Director Ed Valenzuela moved to approve the consent agenda, which included the Box Canyon Dam generator replacement contract; Director Michael N. Kobseff seconded. After brief discussion with Filippone, the board conducted a roll call vote with Directors Valenzuela, Ogren, Kobseff, Harris and Chair Ray A. Haupt voting yes; the motion carried unanimously.
