Supervisor Michael N. Kobseff voiced concerns about potential negative impacts from the State's changes to BHSA funding structure and rules. The Board approved the plan on a roll-call vote with Supervisors Valenzuela, Ogren, Harris and Haupt voting YES and Supervisor Kobseff voting NO. The motion authorized the County Administrative Officer or designee and the Director of Health and Human Services Agency to make non‑substantive, technical or Department of Health Care Services–required revisions to ensure timely finalization and submission by the June 30, 2026 deadline.
