Fremont council approves facsimile signatures and cash-rounding policy

The Fremont City Council approved two administrative measures on Feb. 10 that change how the city handles check signatures and how it will round cash-only transactions if pennies are no longer available.
Jennifer Knabb, the city’s finance director, described Resolution 2026-036 as an administrative change to allow printed facsimile signatures on city and utility checks. Knabb said the change does not alter the information or reports the council receives, that positive-pay processes are in place with banks and auditors, and that two people will still review invoices and sign off before checks are printed with signatures.
Knabb also presented Resolution 2026-038, a cash-transaction rounding policy to prepare for a potential federal decision to stop producing pennies. Knabb said the city will not change how bills are calculated; rather, for cash-only transactions when pennies are not available the policy will define how amounts are rounded. For utility customers, Knabb explained that rounding amounts under 5¢ would remain on the customer’s account and roll month-to-month.
Both resolutions were moved and seconded during the meeting and recorded as passing with six votes in favor. There were no public comments on these items. The measures instruct finance staff to implement the mechanical changes and continue current reporting and internal controls.
