The Poweshiek County Board of Supervisors on June 29 approved a package of fiscal-year 2027 housekeeping resolutions that designate bank depositories, set the county investment policy, adopt departmental appropriations and establish pay rates for non‑union employees.
The board — with Jason Roudabush recorded as chair and Jacki Bolen as vice chair for the session — voted to adopt multiple depository resolutions that name specific banks and maximum deposit limits for county funds. Resolution #2026-51 sets Treasurer depositories (for example, Montezuma State Bank with a $20,000,000 maximum); subsequent resolutions designated depositories for the employee health plan (#2026-52), Sanitarian/Zoning (#2026-53), Sheriff (#2026-54), Recorder (#2026-55) and Auditor (#2026-56). Each resolution was approved in a recorded vote showing two ayes and the minutes list the aye votes as Jason Roudabush and Jacki Bolen.
The board approved Resolution #2026-57 adopting the county's Investment Policy for FY27 and Resolution #2026-58 authorizing Treasurer Jennifer Anderson to sign and enter into investment securities transactions on behalf of Poweshiek County. The minutes record that Treasurer Jennifer Anderson agreed to the certification included in the investment policy.
As part of its fiscal actions, the board adopted Resolution #2026-59 making appropriations by fund and department effective July 1, 2026. The resolution directs the auditor to maintain separate accounts for appropriations, report monthly on account status, and requires corrective action if available resources fall short of appropriations as provided in Iowa law.
The supervisors also approved Resolution #2026-60 setting premiums for the county health plan for plan year beginning July 1, 2026. The resolution lists fixed and claims costs and shows county and employee shares for HMO and PPO options; specifics in the minutes include a county HMO share (single) of $856.02 and PPO employee shares of $99.29 (single) and $437.01 (family).
Pay rates for non‑union employees were adopted under Resolution #2026-61 and Resolution #2026-62, which together publish an entry and maximum rate grid across departments including Roads, Sheriff, Auditor, Treasurer, Conservation, and others. The minutes include detailed salary and hourly-rate tables for named positions and list that the board approved a 3.5% increase for non‑union employees.
The board also approved Resolution #2026-63 to designate the official physical posting location for public meetings (the north exterior door of the Poweshiek County Courthouse at 302 E. Main St., Montezuma) and required posting on the county website (www.poweshiekcountyiowa.gov) to comply with HF 2490 and Iowa Code Chapter 21.
All motions recorded in the minutes for these items show "Moved by Bolen, 2nd by Roudabush" and the vote for each recorded as "2 ayes. Motion carried." The minutes do not record any dissenting votes on the resolutions adopted at the meeting.
The board's actions finalize administrative financial arrangements and personnel pay scales for FY27; the auditor is directed to report monthly on appropriations and account balances, and the treasurer is authorized to execute investments consistent with the newly adopted policy.
