City natural resources and parks staff briefed the commission on a Lake Idler 4e pollution‑reduction plan and the South Lake Howard Nature Park expansion, both intended to improve water quality and flood resilience while adding public amenities.
Devin Moore, senior environmental scientist, summarized the Lake Idler plan: the lake (about 19 acres) was placed on a priority list after exhibiting declining water quality and was approved for a Category 4e pollution‑reduction plan by FDEP in 2024. Moore described two major projects: installation of approximately 1,000 linear feet of exfiltration pipes in the Lake Idler drainage basin to reduce pollutant loads entering the lake, and a sediment‑treatment project applying EutroSorb to bind bioavailable phosphorus in lake sediments.
Moore said the city secured a DEP nonpoint‑source construction grant reimbursing $348,000 for the exfiltration construction work and is finalizing CHNEP funding and details for a $230,000 EutroSorb application that would neutralize an estimated 1,000 pounds of bioavailable phosphorus.
"This project involves the application of EutroSorb, an innovative product that binds to bioavailable phosphorus in the top few inches of Lake sediments," Moore explained, noting prior local pilot work with positive results.
Parks staff described the South Lake Howard Nature Park expansion (started Nov. 2025, anticipated completion July 2026) that includes wetland boardwalks, stormwater control structures designed to mitigate floods by ~1.5 feet, updated restrooms, a pavilion for environmental education, expanded trails and a 13‑hole disc golf course. Staff noted a grant of $450,000 (FDEB Heartland Headwaters) supporting the park project with a Dec. 31, 2026 delivery deadline for associated grant terms.
Staff framed these efforts as complementary: stormwater infrastructure and conservation projects reduce pollutant loads and improve resilience while creating recreational and educational opportunities. Commissioners praised staff for pursuing grants and for pairing environmental management with community amenities.
