Durand council approves liquor license, event open-container permit, donations and loan refinancing in routine actions

The Durand City Council on Feb. 25 approved a series of routine business items, including a Class B Liquor/Class B Fermented Malt Beverage license, event open-container privileges, donations and a refinancing request for a local business.
Council approved the liquor license application for Jazzy Kingfisher, LLC d/b/a Kingfisher Supper Club, owners Emily Rieck and Ella Wesenberg at 214 W. Main Street. The public hearing produced no public comment; the council approved the license on a motion by Matt Roesler, seconded by Nick Weisenbeck, by unanimous voice vote.
The council approved open-container privileges for the Pepin County Tavern League’s Mini Putt Putt event on March 7, 2026. The motion was made by Robert Weishapple and seconded by Mark Menke; minutes record the motion carried with Council Member Travis Hooker abstaining.
Other approvals included support for fundraising by the Durand Swim Club to install a sign at Tarrant Park (final design and messaging to be approved by council and staff), acceptance of picnic tables and benches donated by the American Legion for Veteran’s Park, and refinancing of a Revolving Loan Fund loan for Roostertail Bar & Grill as requested by Amber and John Koehler with Administrator Tracy Carlson authorized to negotiate terms not to exceed seven years.
The council approved vouchers #31346–31386 in the amount of $100,749.96 and payroll disbursements for Jan. 30, Feb. 13 and Feb. 27, 2026 totaling $92,419.88. The meeting adjourned at 6:57 p.m.
