Durand council approves survey maps and purchase terms for two Xcel Energy parcels

The Durand City Council unanimously approved a set of land-use actions on Dec. 10, 2025, clearing the way for division and transfer-related work on two Xcel Energy parcels in the city.
On motions made and seconded during the meeting, the council approved a certified survey map (CSM) for Xcel Energy property on Wells Street and a separate CSM to divide the Xcel parcel at 514 E. Main Street into two outlots. The council also approved a purchase agreement and easement for the Wells Street parcel. All measures passed by unanimous voice vote.
Planning Commission staff had recommended approval of the CSM for the Wells Street property; council discussion on the motions was procedural and limited to formal adoption. The approvals allow the city and private parties to proceed with parcel reconfiguration and associated easement work under the terms presented to the council.
The council’s actions were moved by Matt Roesler and seconded by Nick Weisenbeck (Wells Street CSM and related items) and by Roesler and Travis Hooker (the 514 E. Main Street division). No opposing votes were recorded in the meeting minutes.
Next steps identified in the meeting record are administrative: final filing of the certified survey maps and recording of the purchase agreement and easement as required by municipal practice. The council did not include additional conditions or funding commitments in the motions as recorded.
