The Village of Eden Board on Oct. 16, 2024 voted to adopt revisions to its Floodplain Zoning Ordinance and approved several agenda items including the final plat for Grahl Subdivision #4 and a snowplow services agreement for the 2024–25 season.
President Kevin Goebel called the meeting to order; routine business earlier in the meeting included approval of minutes and financial items. At the new-business portion of the agenda, board member Jay Baumhardt moved to adopt the Floodplain Zoning Ordinance revisions "as presented," with Henry Guell seconding; the motion was recorded as carried.
Later, the board approved the Final Plat of Grahl Subdivision #4 on a motion by Shea Stahl, seconded by Joe Preston. The meeting record states the motion "Carried. Unanimously." immediately followed by the notation "Jay Baumhardt abstained." The board also approved a snowplow agreement described in the record as the "Baumhardt snowplow agreement" on a motion by Joe Preston, seconded by Henry Guell; that vote is likewise recorded as carried, with an explicit note that Jay Baumhardt abstained. The transcript does not provide a separate roll-call tally for each vote.
Board members also approved a change of date for the budget hearing and monthly board meeting to Nov. 26, 2024 on a motion by Henry Guell, seconded by Owen Gellings.
The meeting minutes filed by Clerk/Treasurer Kari Schlefke list movers and seconders for each motion and record the outcomes; the transcript does not explain the reason for Baumhardt's abstentions or whether those abstentions were declared as a conflict of interest.
The board adjourned after routine final items.
What happens next: the revised Floodplain Zoning Ordinance and the approved subdivision plat will proceed according to municipal practice; the budget hearing and the board's rescheduled meeting are set for Nov. 26, 2024.
