Council adopts public-participation plan for comprehensive-plan update after resident raises rezone concerns

The Common Council on Feb. 10 adopted Resolution #1073 to accept a Public Participation Plan (PPP) for the citys Comprehensive Plan update and tapped the North Central Regional Planning Commission for professional guidance through the process.
Administrator Robin Ginner described the PPP and recommended the resolution as presented. The council carried the motion on a roll-call vote.
During public comment, Kathryn Craffey, identified from the audience, raised concerns about a Jan. 13, 2026 rezone of a Riverside Park parcel from Recreational to Residential. Craffey said she believes the rezone violated city ordinance and the existing Comprehensive Plan and asked the council to rezone the parcel back to recreational. Mayor Deb Brown reminded the council that the Riverside Park rezone was not on the Feb. 10 agenda, and no action was taken on the rezone at this meeting.
With Resolution #1073 adopted, the Comprehensive Plan update will proceed with the PPP framework and input opportunities described by the North Central Regional Planning Commission.
