Eagle River council adopts Trap-Neuter-Return policy, authorizes limited-hours hire

The Common Council of the City of Eagle River on Feb. 10 adopted Resolution 1074 to implement a Trap-Neuter-Return (TNR) policy for humane management of the feral and community cat population.
Becky J. Bolte, who presented the TNR program overview and partnership details with Northwoods Animal Hospital — Eagle River, said program expenses were appropriated in the 2026 Animal Control budget. The council voted to adopt the resolution on a roll-call vote.
The council also authorized the limited-hours hiring of Lisa Bodamer to serve as a trapper and transporter for the program at a rate of $20 per hour, and approved use of a city pickup truck as needed. Councilmember Dan Dumas moved adoption of the resolution; Kim Schaffer seconded and the motion carried.
Councilmember Jerry Burkett committed personal funds to assist the program, saying he would donate $500 for 10 spays and $300 for 10 neuters from his annual salary.
The program partners with Northwoods Animal Hospital — Eagle River for veterinary services. City staff said hiring the limited-hours position is intended to limit use of DPW hours and provide appropriate workers-compensation coverage. No amendments to the resolution were recorded.
The council did not set additional implementation deadlines at the meeting; staff will move forward with onboarding the limited-hours hire and coordinating veterinary appointments under the approved budget.
