Elmwood officials report water/sewer testing, boiler repair and ongoing CPS investigation with DCI assistance

At the Feb. 10 meeting of the Village of Elmwood Board of Trustees, staff gave updates on infrastructure maintenance and public safety work that will require follow-up.
Public Works representative Bryan Bechel said staff traveled to Eau Claire on Jan. 14 for water and sewer certification testing: a staff member identified as Steve passed the General Sewer test, and Bechel passed the water-distribution portion. The department plans additional testing in La Crosse in March. Bechel reported Bardingale repaired a nursing-home boiler and fixed a broken water line; water leaked onto a clinic floor and Servpro was brought in for cleanup and moisture removal. Bechel said the adhesive between wallpaper and sheetrock will not properly dry unless the wallpaper is removed, and the removal was quoted at $3,000.
Police reporter Darren Ekholm said the Elmwood Police Department handled 34 calls for service in January, issued four citations, and responded to a separate CPS-related call that was closed. Ekholm said an ongoing investigation tied to a December CPS case is continuing with assistance from Wisconsin DCI and is expected to last up to 90 more days; he also noted Pierce County deputies responded to 16 calls in the village during January. Ekholm reported the department has received Axon camera equipment that is now in use under its contract, has purchased tactical rifle-rated body armor for officers, is researching ballistic-rated helmets, and that he attended a two-day webinar for WIBRS training.
Clerk Holly Malaszuk told trustees she has begun submitting materials to auditors for the 2024 audit and that staff are preparing for the Spring Primary on Feb. 18 and the Spring Election on April 1. She said March performance reviews for several staff members are scheduled for March 17 in closed session.
Next steps listed in the meeting include scheduling the ordinance-review meeting for Feb. 24 at 6 p.m. and following up on the clinic moisture remediation estimate; the CPS-related investigation remains active and under joint local/state inquiry.
