The Village of Elmwood Board adopted its 2025 budget and approved a comprehensive update to the village Personnel Policy at its regular meeting on Nov. 11, 2024.
Dawn Toth moved to adopt the 2025 Village Budget “as submitted”; Jason Severson seconded. The board took a roll-call vote and the motion carried. The board later voted to accept multiple changes to the Personnel Policy, after which Dawn Toth moved to accept the policy updates and Mark Wolf seconded; roll call was taken and the motion carried.
The Personnel Policy changes the structure of employee leave and reporting and includes several substantive items: a provision that a psychological exam may be required for certain positions, clarified scheduling and duties for the Officer in Charge, compensatory-time reporting shifted from quarterly to annually, an extended probationary period of 12 months (with the option for an additional extension), conversion from separate vacation and sick-leave categories to a combined paid-time-off (PTO) system, a formal lateral-transfer option for employees, two floating holidays added to the calendar, a requirement that police uniforms be exchanged before new uniforms are issued, and adjusted lunch and break periods. The policy text was approved “as submitted”; the minutes record the board’s approval but do not list individual vote tallies.
The board also approved a personnel-and-finance package presented by Paul Unser that the minutes say includes adding supplemental insurance for full-time employees, a cost-of-living increase effective Jan. 1, wage increases for bowling-alley staff and election workers, and holiday bonuses. Paul Unser moved to approve those items; Dawn Toth seconded and the motion carried.

Why it matters The budget sets the village’s fiscal priorities for 2025, and the Personnel Policy changes affect staffing rules, leave structure, and hiring/retention practices. The minutes do not report vote counts for the roll-call votes; the record states only that roll-call votes were taken and motions carried.
Clerk Holly Malaszuk is handling tax-year items and collection processes, including submitting past-due invoices and unpaid water bills to the county to be added to property taxes, which is standard municipal procedure for autumn collections.
The board adjourned at 7:32 PM.
