Civil Service Commission approves turf technician job changes to broaden candidate pool

Davenport City’s Civil Service Commission voted to approve revisions to the turf technician job description at its June meeting.
The presenter told commissioners the changes are intended to standardize the posting and broaden the candidate pool. ‘‘So right now, it's a high school diploma or equivalent. We're just adding GED to that equivalent portion of it,’’ the presenter said. The revision removes a prior coursework requirement in turf grass and replaces it with a simple requirement of two years’ work experience in groundskeeping, golf course maintenance or turf maintenance, or an equivalent combination of training and experience.
Staff also proposed a shorter timeline for commercial driving qualifications. Under the newly approved language, applicants must hold a driver's license at application, obtain a CDL permit with air brake and tanker endorsements within 30 days of hire, and secure a Class B CDL with air brake and tanker endorsements within 90 days of hire — shorter than the prior six-month timeline.
The presenter also clarified pesticide certification requirements: the job now specifies that the Iowa pesticide applicator’s license must be from the state of Iowa in the ornamental and turf pest-control category, and that certification must be obtained within six months of hire.
Commissioner (S2) asked whether the turf technician would work only at the golf course or in other parks. ‘‘The turf technician position is primarily located at the golf courses, but if the parks department needs assistance anytime, we're always willing to lend a hand,’’ Matt Wollum, parks department staff, said.
A motion to approve the revised job description was made, seconded and approved with vocal ‘‘Aye’’ votes from members present. The changes will be applied to future recruitments for the turf technician role.
The commission moved on to review certification lists for vacant and promotional positions after the vote; the meeting adjourned at the end of the agenda and the commission scheduled its next meeting for July 8.
