Elk Mound trustees approve 2025 budget, pass four ordinances and hire part-time police officer

The Village of Elk Mound Board of Trustees on Dec. 18 adopted the 2025 General Fund budget and approved a series of ordinances and personnel actions during a meeting that lasted about 36 minutes.
Trustees voted to approve the 2025 General Fund budget after a brief public hearing that drew no speakers. Cynthia Abraham moved to adopt the budget and Bob Bachman seconded; the motion carried.
The board also approved amendments to the village code on false alarms (Section 5-3-6) and the fee schedule (Section 1-3-1), voted to repeal statutory protest provisions related to zoning, and approved an ordinance regarding residential housing permit approvals. Each ordinance was presented as written and approved by motion; in each case a trustee moved, another seconded, and the board recorded that the motion carried.
Trustees approved an operator license for Cassandra Brantner, who applied to serve at The Pourhouse, and approved hiring part‑time LTE Police Officer David Vodenlich through Dec. 31, 2025. The motions to approve the license and the hire were moved, seconded and carried.
On contracts and referrals, the board moved the Elk Mound Community Path feasibility study contract with JT Engineering to the Property & Finance Committee for review rather than approving it at the meeting.
The meeting included routine administrative approvals: the trustees approved combined checks and direct deposits totaling $78,135.33 and confirmed that there were no TID vouchers. The board opened and closed the 2025 General Fund Budget hearing; no members of the public attended that hearing.
President Terry Stamm called the meeting to order at 6:30 p.m.; the meeting adjourned at 7:06 p.m.
What happens next: Ordinance changes become effective according to the village code process; the budget takes effect for 2025. The Community Path feasibility contract will return to the Property & Finance Committee for review before the board considers any contract award.
