Galena council approves pavilion contractor authority, $12,263 park transfer and adopts meeting-time ordinance

The Village of Galena Council on April 28 approved several measures affecting parks and municipal operations, including authorizing contractor selection for completion of the pavilion project, approving a $12,263 internal fund transfer for parks, and adopting an ordinance that sets the time and place for regular meetings.

Mayor Jeff Kinnell read Resolution No. 2025-15, which authorizes soliciting quotes and selecting the best contractor in excess of the Village Administrator's authority for pavilion completion, not to exceed $75,000. The minutes show a motion to suspend the third reading passed 5-Yes, 1-No, and the subsequent motion to adopt the resolution as an emergency passed in a 6-0 roll-call vote.

Resolution No. 2025-12 was read to transfer $12,263 from Salary Mayor (1000-710-161) to Parks (1000-320600). A motion to suspend the third reading passed 5-Yes, 1-No; the motion to adopt the transfer as an emergency also passed 5-Yes, 1-No. The minutes record a transcription typo in one roll call that spells Council Member Fry's name as "Fy," but the voting intent is clear (Mike Fry voted No on the suspension and the adoption roll calls where noted).

Council also adopted Ordinance No. 2025-09, establishing by rule the time and place of all regular meetings and notice procedures; that motion passed unanimously by roll call, 6-0.
