Galena council approves multiple emergency resolutions and contracts; several suspend-reading motions fail

The Village of Galena council adopted a series of resolutions and recorded votes during its March 24 meeting, taking action on budget, contracts, grant acceptances and procurement limits.
Council adopted Resolution No. 2025-02, approving the permanent appropriation budget for calendar year 2025, after Mayor Jeff Kinnell read the resolution; the motion to adopt as an emergency was moved by Zach Hopper, seconded by Josh Porter and passed by roll call 5-0 (Doucette, Hopper, Casuccio, Fry, Porter all voting Yes). Council also adopted Resolution No. 2025-03, approving the Delaware, Knox, Marion, Morrow Joint Solid Waste Management District’s five-year update, on a 5-0 roll call.
Several items required votes to suspend second and third readings. Suspensions and adoptions that passed unanimously included Resolutions 2025-16 (pavement marking), 2025-17 (speed-control devices), 2025-18 (maintenance building overhead door), 2025-19 (CCTV inspection of wastewater collection), 2025-20 (WWTP operations contract; noted to take effect in 30 days), 2025-21 (WWTP sludge hauling), 2025-23 (annexation plat preparation), 2025-24 (digitization), 2025-25 (village engineering contract), 2025-26 (Village Hall BWC improvements), 2025-27 (Village Hall ADA improvements), 2025-28 (roadway crack sealing), and 2025-29 (accrued invoices contract). Several suspend-reading motions failed, including for Resolution 2025-12 (fund transfer of $62,400; failed 4-Yes, 1-No with Fry voting No), Resolution 2025-13 (ODNR Nature Works grant application; failed 4-Yes, 1-No with Porter voting No), Resolution 2025-14 (park improvements solicitation; failed 4-Yes, 1-No with Fry voting No), Resolution 2025-15 (pavilion project solicitation; failed 4-Yes, 1-No with Fry voting No), and Resolution 2025-22 (outside legal consulting; failed 3-Yes, 2-No with Fry and Porter voting No).
Mayor Kinnell read resolutions 2025-30 and 2025-31 (authorizing acceptance of OPWC and county grant funding and solicitation for WWTP sludge dewatering capital improvements up to $500,000); the minutes record the readings but do not record final votes for those two items. Ordinances 2025-05 (electric aggregation supplier) and 2025-09 (meeting schedule and notice rules) were read; no final votes on those ordinances appear in the minutes.
Council approved payment of March invoices (with an exception noted for 'PPPS' that will take effect in 30 days) on a 5-0 voice vote. The meeting adjourned at 9:42 p.m.
